In 1991 the Region of Durham (Region) completed a Municipal Class Environmental Assessment (EA) Study in accordance withthe Schedule “C” Class EA Process, for additional wastewater treatment capacity for the Newcastle urban area. The EA identified and recommended phased capacity upgrades to service the future growth in Newcastle. The selected alternative was to construct the Newcastle Water Pollution Control Plant (WPCP) at 1000 Toronto Street in the Village of Newcastle in the Municipality of Clarington. In addition, a Class EA Addendum was completed in 1992 to confirm the preferred treatment alternative for the WPCP. The Newcastle WPCP was constructed in 1995.
Environmental Study Reports (ESR) are valid for 10 years. As it has been more than 10 years since the original ESR was filed, the Region of Durham is completing an Addendum to the 1991 Class EA and 1992 Class EA Addendum. The purpose of this study is to review the design alternatives to rerate and upgrade the treatment capacity of the Newcastle WPCP. The 2014 Feasibility Study recommendations that identified what would be required to increase the wastewater treatment capacity at the Newcastle WPCP will be taken into account during this study. The Class EA Addendum will also verify that the project and mitigation measures remain valid given the current planning context and legislation.
Project Update
The Study Team developed and evaluated several alternative solutions for Newcastle WPCP capacity rerating through a multi-criteria analysis. With consideration to input received from the public and outside agencies, recommendations for a preferred solution are now summarized in the Class EA Addendum Report that is available for a 30-day public review period.
