Fire Flow Test
Fire flow tests are available between April 15 and November 15, weather permitting.
Flow tests are often needed to help applicants determine how to configure or upgrade a property’s private fire flow system. Property owners, developers and contractors can apply for a flow test to measure the flow rate and pressure of a hydrant.

All fire flow tests are arranged by the Environmental Services – Design division. A fire flow test consists of one flow hydrant and one static hydrant for a total of two hydrants per test.
Once you submit your online application, you will be contacted within 10 business days by staff from Environmental Services – Design to confirm details such as location and schedule. Application and payment must be made at least 10 business days in advance of the desired flow test date. Payment must be made by credit card (Visa or Mastercard).
Tests can be performed by the Applicant’s forces however Depot staff must be present to operate hydrants. The Applicant is responsible for:
- having an appropriate number of staff (minimum of two) to perform the flow test.
- forwarding the results of the test to the Environmental Services – Design division for information within two weeks of conducting the test.
- supplying all equipment to conduct the fire flow test (i.e. gate valve, pitot and pressure gauge, etc.). Region staff are only responsible for turning the hydrant on and off, and will not read flow meters.
- ensuring public safety when conducting the test. This includes supplying any barriers or other protective measures, as needed.
- protecting public safety when the water is on. If Region staff deem public safety to be at risk, the permit may be cancelled.
- ensuring the contractor hired to conduct the flow test is certified.
- any claims that may arise while the hydrant was in use. Applicants must agree to compensate and hold the Region of Durham harmless for any claims.
- ensuring that hoses do not cross roadways or sidewalks.
Hydrants can only be operated by Region staff. Any unauthorized use of fire hydrants is considered water theft and can result in enforcement of the Water Supply By-law and possible prosecution.
