Community Plans
Community Improvement Plans (CIP) offer financial incentive programs to encourage the development, redevelopment and revitalization of buildings and properties in specific neighbourhoods. The eight municipalities that make up Durham Region offer these programs independently. The current CIP programs are listed below.
Town of Ajax |
The Town of Ajax has two CIP areas, which have been designated in the Town of Ajax Official Plan. |
Township of Brock |
Brock Township’s Downtown Community Improvement Plan includes the communities of Sunderland, Cannington and Beaverton. |
Municipality of Clarington |

City of Oshawa |

The City of Oshawa has exemptions for City Development Charges. These include exemptions for industrial developments and Oshawa’s downtown area for residential and non-residential developments. |
Township of Scugog |
Scugog Township has a CIP for the Port Perry employment lands, and one for downtown Port Perry. |
Township of Uxbridge |
The Township of Uxbridge currently offers a CIP in the downtown area of Uxbridge. |

Regional incentives
Redevelopment credits under the development charge by-laws |
The development charge (DC) credit applies to buildings ready for demolition or redevelopment. You might get the credit even if DCs were never paid on the original building. |

Regional Revitalization Program (RRP) |
Redevelopment projects with specific challenges might get financial assistance. They might also get in-kind servicing through our Regional Revitalization Program (RRP). The RRP is application based. Eligible projects will be reviewed on a case-by-case basis. Durham Regional Council must approve them.
