When it comes to managing public funds, trust is everything. We know you want to feel confident that your tax dollars are being used wisely, and we take that responsibility seriously.
So, let’s talk about how Durham Region delivers the financial transparency and accountability you expect.
Every year, we go through a detailed budget planning process. This helps us plan for the future while making sure every dollar supports programs and services that matter to you. And you’re part of that process. Our annual Budget Town Hall and budget survey and commenting opportunities gives all residents a chance to ask questions, share feedback and see how decisions are made.
Here’s something we’re proud of: for 32 years in a row, Durham Region has earned a Triple A credit rating from Moody’s Investors Service. Only eight municipalities in Canada hold this distinction. Why does that matter? Moody’s looks at things like strong fiscal management, exceptional liquidity and very low debt levels—and we check all of those boxes.
Durham is also one of only 14 Canadian municipalities that has maintained ‘AAA’ ratings by Standard & Poor’s (S&P) Global. S&P bases its ratings on municipal governments according to key rating factors, like the economy, financial management, budgetary performance, liquidity and debt burden.
These ratings mean we can move forward with strategic initiatives and adapt to economic challenges without compromising the services you rely on.
We’re also planning to ensure a sustainable future for generations to come. That means incorporating environmental, social and governance analysis—including carbon transition, green initiatives and climate adaptation—into our long-term financial planning.
Accountability doesn't stop at credit ratings and budgets. Some people wonder if an Auditor General would add another layer of oversight. It's a fair question, but the simple answer is, no.
The Region has a robust Internal Audit department that provides assurance and advice on a program-by-program basis. We also undergo an external financial audit of our financial statements, as well as individual audits on many program areas where external funding is granted. Since many core services that we provide to residents are cost-shared with provincial and federal governments, we must provide detailed financial reports and are subject to audits from those levels of government as well.
We have strong systems in place led by award winning professional staff. Our annual budget process, independent audits and strong credit rating show that we’re meeting (and exceeding) standards for accountability.
