Durham Region appoints Chief Administrative Officer
Whitby, Ontario – Durham Region’s Chief Administrative Officer Selection Committee has confirmed the appointment of Elaine Baxter-Trahair to the position of Chief Administrative Officer (CAO) for The Regional Municipality of Durham, effective December 1, 2018.

By building upon our diverse municipalities, high quality of life, and our desire for a healthy environment and sustainable communities, Durham Region can remain the desired choice for future generations.”
Elaine Baxter-Trahair brings over 25 years of municipal and public sector experience to the Region of Durham. Most recently as General Manager-Toronto Children’s Services and Acting Deputy City Manager, Elaine’s experience is complemented by a Bachelor of Education and a Master of Business Administration. Her extensive experience and reputation with provincial and municipal governments will benefit the Region of Durham moving forward.

Reporting to the Regional Chair and Durham Regional Council, the CAO provides leadership to approximately 5,000 employees who develop and implement goals, objectives, policies and priorities. She also directs three key program areas within the CAO’s office: Corporate Communications, Emergency Management, and Corporate Policy and Strategic Initiatives.
Elaine Baxter-Trahair was chosen by an ad-hoc committee of council, which had been delegated authority to recruit, select and appoint a new CAO. This ad-hoc committee lead by the Regional Chair was formed in June, following the approval of Report #2018-COW-136.
