Notice of Lane Closure - Winchester Road (Regional Road 3) - Town of Whitby
The Regional Municipality of Durham is reconstructing and widening Winchester Road (Regional Road 3) from Durham Street/Chelmsford Drive to east of Watford Street/Anderson Street, in the Town of Whitby.
Construction Schedule
The Region’s contractor, Four Seasons Site Developments Ltd., mobilized July 2024 with work scheduled to be complete in the fall of 2025. There will be a winter shutdown period between December 2024 and April 2025. Work will resume again in April 2025 with final completion anticipated in September 2025. Unfavourable weather conditions may influence the work schedule.
Lane Closure and Parking
All eastbound lanes will be closed on Winchester Road. Traffic on Winchester Road will be restricted to one lane westbound between Durham Street/Chelmsford Drive and Watford Street/Anderson Street beginning August 6, 2024, to facilitate the widening of the Lynde Creek bridge structure and full replacement of the Anderson Creek culvert. Two-lane traffic will resume throughout the winter shutdown period between December 2024 and April 2025. From April 2025 to September 2025, traffic will again be reduced to one lane westbound. Traffic detours, supporting eastbound traffic flows, is established with signage redirecting traffic around the construction limits for the duration of these closures. The established detour is Highway 7, northbound on Ashburn Road to Columbus Road West eastbound to Thickson Road southbound to Winchester Road.
Businesses
Businesses will remain open for the duration of construction. The Region recognizes there may be potential impacts during the work. Local traffic and emergency access will be maintained at all times. Sidewalk closures will be required to facilitate construction; pedestrians will always have access on either the north or south side of Winchester Road, with appropriate signage for alternative routes.
