Regional Council shares documents related to 1635 Dundas Street
Whitby, Ontario – At its meeting on October 25, 2023, Regional Council heard from delegates regarding 1635 Dundas and voted not to reopen the discussion about the use of the facility for a low-barrier shelter. Regional Council adopted the Motions to Release additional documents to the public, including the Designated Substance Survey report and the invoice for Appraisal Services related to 1635 Dundas Street East. The following reports are now available to the public.
Designated Substance Survey: The Designated Substance Survey report identifies any hazardous building materials in preparation for building renovations. The Region is following all protocols and regulations, including Ontario Regulation 278/05 (Designated Substance – Asbestos on Construction Projects and in Buildings and Repair Operations).
Invoice for the Appraisal of 1635 Dundas: The Invoice for Appraisal Services shows the final cost for the property Appraisal. Banking information has been redacted.

Quick Facts:
- The total purchase price was $13.7 million, which include the land, furniture, fittings and equipment. The Region retained a third-party Accredited Appraiser Canadian Institute (AACI) designated member to value the property before purchase. The property was purchased at fair market value and in accordance with the Region’s process for property acquisition (all municipalities in Ontario follow the same process for purchasing property).
- 1635 Dundas will provide 45 shelter beds to help meet our community’s urgent need.
- The site will remain open during the day.
- The shelter will follow established best practices with wraparound supports.
